Federal and State Grant Programs for the 2022-2023 School Year

 

Listed below are summaries of Copperas Cove ISD’s current federal and state grants.  A notice of Federal Program Planning is printed in the Cove Leader Press each year before Federal grant applications are submitted.  Stakeholder input is welcome at monthly School Board meetings and/or by submitting an email to the Coordinator of Federal Funding, blalockk@ccisd.com.

 

Private Non-Profit schools serving students residing within the CCISD attendance boundaries and wanting to participate in federal program services should reach out to the Coordinator of Federal Funding no later than May 31st of each school year. 

 

ESSA Title 1, Part A – Improving Basic Programs 

Grant Period: 7/1/2022-9/30/2023 

Planning Amount: $1,424,390 

Provides supplemental resources to help schools with high concentrations of students from low-income families acquire the knowledge and skills in the state content standards and to meet the state student performance standards. 

  • CCISD’s plan includes funds for academic intervention staffing, related staff development and summer school.

 

ESSA Title II, Part A- Supporting Effective Instruction 

Grant Period: 7/1/2022-9/30/2023 

Planning Amount: $233,078 

Increase student achievement through improving teacher and principal quality and increasing the number of highly qualified teachers in classrooms and highly qualified principals in schools. 

  • CISD’s plan includes funds for mentor teachers, staff development, and tuition re-imbursement for staff working towards a teaching degree/certification. 

 

ESSA Title III, Part A- English Language Acquisition and Language Enhancement 

Grant Period: 7/1/2022-9/30/2023 

Planning Amount: $45,567 

Develop programs for limited English proficient students to attain English proficiency, develop high levels of academic attainment, and meet the state content standards and student achievement standards. 

  • CCISD’s plan includes funds to increase support for emerging bilinguals, including instructional resources and professional development. 

 

ESSA Title IV, Part A - Student Support and Academic Enrichment 

Grant Period: 7/1/2022-9/30/2023 

Planning Amount: $93,755 

Improve students' academic achievement by providing all students with access to a well-rounded education; improve school conditions for student learning; and improve the use of technology. 

  • CCISD’s plan includes funds for digital learning staffing and mental health resources. 

 

IDEA- Part B, Formula 

Grant Period: 7/1/2022-9/30/2023 

Planning Amount: $1,547,862 

Provides supplemental resources to help LEAs ensure that eligible students (ages 3-21) with disabilities are provided with a free appropriate public education as required by federal statute 

 

IDEA- Part B, Preschool 

Grant Period: 7/1/2022-9/30/2023 

Planning Amount: $40,134 

Provides supplemental resources to help LEAs ensure that eligible students (ages 3-5) with disabilities are provided with a free appropriate public education as required by federal statute 

 

Perkins V - Strengthening Career and Technical Education for the 21st Century 

Grant Period: 7/1/2022-8/15/2023 

Planning Amount: $84,395 

Develop more fully the academic knowledge, technical, and employability skills of secondary education students who enroll in CTE programs and programs of study 

 

American Rescue Plan Elementary and Secondary School Emergency Relief (ESSER III) 

Grant Period: 3/13/2020-9/30/23 

Final Amount: $9,921,636 

The intent and purpose of the ESSER III funding is to prevent, prepare for, and respond to the coronavirus impact to students. 

 

Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA/ESSER II) 

Grant Period: 3/13/2020-9/30/23 

Final Amount: $4,417,749 

The intent and purpose of the ESSER II funding is to prevent, prepare for, and respond to the coronavirus impact to students. The State will take most of this amount from our foundation funds. 

 

School Safety Standards Grant 

Grant Period: 10/27/2022-4/30/2025 

Final Amount: $417,542 

The purpose of this state grant is to implement the new safety standards as outlined by the Commissioner of Education, including fencing around schools, reinforced exterior doors/windows, and other components. 

 

Silent Panic Alert Technology Grant 

Grant Period: 6/28/2022-6/30/2024 

Final Amount: $20,951 

The purpose of this state grant is to purchase silent panic alert technologies for campuses as a measure of school safety. 

 

TASB Cybersecurity Grant 

Grant Period: 9/1/2022-8/1/2023 

Final Amount: up to $5,000 

The purpose of this grant is to help school districts purchase proven tools and provide training to defend against cybercriminals. 

 

Dyslexia Grant 

Grant Period: 5/18/2022-8/31/2023 

Final Amount: $346,075 

The purpose of this project is to increase local capacity to appropriately serve students with dyslexia by providing high-quality training to classroom teachers and administrators in meeting the needs of students with dyslexia and/or training to intervention staff resulting in appropriate credentialing related to dyslexia. 

 

Texas COVID Learning Acceleration Supports (TCLAS) 

Grant Period: 3/1/2021-8/31/2024 

Final Amount: $830,000 

TCLAS is a set of targeted supports available to the district to accelerate student learning in the wake of COVID 19 utilizing funds from the state discretionary ESSER III allocation and general revenue appropriated in the 87th Texas Legislature. 

 

TCLAS High-Quality After-School Grant 

Grant Period: 3/1/2021-5/31/2024 

Final Amount: $1,017,500 

TCLAS High-Quality After-School supports applicants in designing and implementing after-school programs that accelerate learning by: 

  • Providing a safe and healthy environment after the school day for all students at no cost to students 
  • Enabling access to adults trained to build academic and non-academic skills within local communities 
  • Including themes and activities based in student interests and needs that are both academic and enriching 
  • Delivering targeted academic support aligned with individual student needs, high-quality curriculum and instruction, and the regular school day. This academic support prioritizes High-Impact Tutoring (HIT) which goes beyond the learning acceleration requirements of HB 4545. 

 

Blended Learning Grant Program 

Grant Period: 10/23/2020-5/31/2023 

Final Amount: $125,000 

The Blended Learning Grant Program (BLGP) is a four-year process to design, launch, refine, and scale a high- quality blended learning program. Beginning with a planning year in year 0, districts will grow their blended learning model from a pilot program to a sustainable feeder pattern implementation by year four. Math Innovation Zones (MIZ) uses this approach with a focus on K-8 math blended learning implementation while TEA will also award grants for non-math blended learning pilots. 

 

Blended Learning Execution Grant 

Grant Period: 6/10/2022-5/31/2024 

Final Amount: $101,851 

The Blended Learning Grant Program (BLGP) supports school districts and open-enrollment charter schools in designing and implementing high-quality blended learning programs in math (through Math Innovation Zones-MIZ) and other subjects (through non-math blended learning pilots). The BLGP seeks to improve student mastery of Texas Essential Knowledge and Skills (TEKS) for students in prekindergarten through 8th grade, with a specific MIZ focus on 8th grade Algebra I readiness, a specific RLA focus of supporting Local Education Agencies who are implementing TEA-available RLA core curricula, and an overall emphasis on financial sustainability for school districts. 

 

DoDEA STEM Grant 

Grant Period: 8/1/2019-5/31/2024 

Final Amount: $750,000 

This program will improve the percentage of military students achieving “Met” and “Mastered” grade level on the math STAAR in grades 5 and 8 thereby increasing the likelihood students will be prepared for more rigorous secondary and post-secondary coursework. In-class integration of computer science and coding instructional strategies and extra-curricular opportunities will be offered to increase students’ computational, mathematical, and problem-solving skills. 

 

Community Grant Agreement – School Based Healthcare Solutions Network 

Grant Period: 8/1/2022-7/31/2027 

Final Amount: $596,092 

This program will fund Transitional Coaches for Fairview-Jewell Elementary and Halstead Elementary to provide student mental health counseling in both individual and group sessions throughout the school year and summer months. 

 

Texas Workforce Commission JET Grants 

Grant Period: 8/1/2022-5/31/2023 

Final Amount: $311,847 

These funds will be used to purchase the equipment necessary to better prepare students for careers in Manufacturing and Plant Science.
