State law requires school districts to use voter-approved bond funds how they've been proposed to the community. Interest & Sinking funds, also known as debt service or bond funds, cannot be used to fund staff salaries or other general operating expenses out of the Maintenance & Operating budget. Voter-approved bond elections address facility needs without reducing funds meant to address instructional needs.

Similar to how a bank limits the mortgage a homeowner can apply for based on their financial picture, state law limits how much a school district can borrow for capital projects to what a district can generate with an Interest & Sinking property tax rate of 50 cents. In Copperas Cove ISD, that amount is currently around $175 million.
